The main objectives of the plan are: to continuously cultivate industrial bases such as Minjiang Estuary, Sandu 'ao, Luoyuan Bay, Meizhou Bay and Xia-Zhangwan, develop and expand high-tech ships and offshore equipment industrial clusters, and strive to achieve an output value of 80 billion yuan by 2023. Develop high-tech ship products such as deep-sea mining vessels, car ro-ro ships, cruise yachts, electric vessels, and new high-performance ocean-going fishing vessels, and achieve an output value of 30 billion yuan by 2023; To develop major Marine equipment for seabed mining, underwater salvage, sea rescue, hydrographic survey, port channel construction, deep water survey, Marine engineering assistance, submarine cable construction, etc., and achieve an output value of 10 billion yuan by 2023; Cultivate leading enterprises in offshore wind power equipment, focusing on the development of large-capacity fans, steel structures, construction, operation and maintenance vessels and other offshore wind power equipment products, to achieve an output value of 40 billion yuan by 2023. China has built a leading electric ship research and development and manufacturing base, built more than 10 electric ship demonstration projects, renovated more than 80 ocean-going fishing boats, and built more than 50 deep-sea aquaculture equipment. Cultivate a number of leading enterprises with strong industry influence in shipbuilding and offshore equipment and wind power equipment, drive the development of the industrial chain with advantages of leading enterprises, enhance competitiveness, and form a leading domestic industrial innovation system and a sound policy guarantee system.
